Recognizing the high-growth potential of ICT and e-commerce, the Information Technology and Electronic Commerce Council (ITECC) was formed in the year 2000. Chaired by the President of the Philippines, ITECC is the highest policy-making body of the Philippines. It hopes to lead the Philippines's ICT industry through the next millenium and beyond by providing a clearly defined direction through strong and capable leadership. ITECC will use all the necessary and available resources of both the public and private sectors, utilizing the skills and talents of the Filipino people to their utmost capabilities to achieve its vision of an electronically enabled Philippines, capable of participating in and contributing to the global new economy.
In the year 2000, needing to streamline the different ICT-related government agencies to provide effective and focused leadership in the implementation of ICT policy, then-President Joseph Ejercito Estrada signed Executive Order No. 264 merging the National Information Technology Council (NITC) and the Electronic Commerce Promotion Council (ECPC) to form ITECC.
When President Gloria Macapagal-Arroyo took over in January of 2001, she transferred the chairmanship of ITECC to the President of the Republic of the Philippines by signing EO 18, amending EO 264. This move allowed her to oversee the direction of ITECC and ICT development in the country. It also expanded, enhanced, and accelerated ITECC's policy-implementation capabilities and decision-making processes. With this transfer, the ICT industry has been given a champion, someone who is in a position to effect real changes in the industry and the country by putting ICT in the forefront of government priorities and national consciousness like it never has been before.
The Council is composed of President Gloria Macapagal-Arroyo as Chairperson of the Council, Sec. Manuel A. Roxas II of DTI and Amb. Roberto R. Romulo as Co-Chairs, and the 15 designated members consisting of 8 government representatives and 7 members from the private sector. The government representatives are Sec. Estrella F. Alabastro of DoST, Sec. Pantaleon D. Alvarez of DoTC, Sec. Emilia T. Boncodin of DBM, Dir. Gen. Dante B. Canlas of NEDA, Sec. Jose D. Lina of DILG, Sec. Raul S. Roco of DepEd, Chairperson Ester A. Garcia of CHEd, and Dir. Gen. Delfin Jay M. Sabido IX of NCC. The private sector representatives are Tomas I. Alcantara, Jaime Augusto Zobel de Ayala, Antonio L. Go, Dr. Edilberto J. de Jesus, Augusto C. Lagman, Ramon S. Ortiz, and Dr. William T. Torres.
ITECC has created five committees to focus on the many areas of ICT. The five committees are the Business Development Committee, the eGovernment Implementation Committee, the Information Infrastructure Committee, the Human Resource Development Committee, and the Legal and Regulatory Committee. A sixth auxiliary committee, the Communications Committee, is in charge of advocacy and information dissemination on ITECC and ICT concerns.
Each committee is co-chaired by a representative of the government and private sector. The government co-chair comes from the government agency whose mandate and functions closely relate to the focus areas of the committee. The committee also works closely with that government agency to allow a closer integration between the existing policies of the agency and the recommended policies of the Council.
Upon the discretion of the Co-Chairs of the committees, sub-committees may be created to work on a specific focus area. These sub-committees are also co-chaired by a representative of the government and private sector. They are not permanent and can be dissolved as soon as their work is done.
SCHEDULE OF MEETINGS
The Council meets quarterly and is held on the last week of the month.
The Plenary Meeting, open to all ITECC Committee members, is held quarterly, right after the Council meeting.
The ITECC Executive Committee (ExCom), composed of Sec. Manuel A. Roxas II and Amb. Roberto R. Romulo as Co-Chairs, the 12 Co-Chairs of the 6 ITECC Committees, and NCC Dir. Gen. Delfin Jay M. Sabido IX, meets bi-monthly and is held on the 3rd week of the month. The private sector members of the Council are invited to the meeting.
The ITECC Management Committee (ManCom), composed of the 12 Co-Chairs of the 6 ITECC Committees, meets monthly and is held on the 3rd week of the month.
The 6 ITECC Committees and its various sub-committees meet at least monthly during the first 2 weeks of the month.
